Out of School Time Providers
The primary benefits of SOAR are embedded in providing professional development and support for the novice, experienced, and veterans in the afterschool arena.
For the program to be effective and make an impact, providers must stay on the cutting edge of best practices and implement-evidence and research based strategies. Gone are the days of putting children in a room, working on homework, playing a few games, and dismissing for the day.

Testimonials
I have enjoyed many opportunities to know Mrs. Blackmon as one who is committed to the mind, body, and spirit of children and youth. I am privy to the love and support that she so passionately gives to children within the Charlotte Community, focused on growth academically and holistically. Mrs. Blackmon’s educational accomplishments and industry experience have afforded her the reputation of an expert within her field. She uses her wealth of knowledge in afterschool operations to mentor me as well as serve as a leader within the Charlotte community by providing youth-service organizations and schools adequate support to help students achieve academic success.
Raise A Child Carolinas – RACC
I’ve had the opportunity to work with Carmen for quite some time in her capacity as grant evaluator and have been consistently impressed with her diligence, efficiency, and ability to get things done. Most recently, Carmen has worked as an evaluator on our federal education grant project. In this role, she critically reviews our grant processes, provides constructive feedback and knowledgeable guidance, and leads our joint effort to provide an excellent experience for our program participants.
EXCEL Community Association of Alamance County Inc.
The Program Director for Lyfe 3 afterschool program hired SOAR/Carmen Blackmon to assist with obtaining a 21st CCLC grant. Not only were we awarded the grant, but Carmen was instrumental in helping us to navigate the waters of paperwork, requirements, and expectations. She did not hesitate to share information or extend a helping hand. I would not have been able to contribute successfully to my role without her. She is appreciated and a valuable asset!
